MULTICRITERIA MODELING OF PUBLIC POLICY FINANCING OPTIONS IN THE AMAZON GATEWAY REGION

In the current public management scenario, the demand for efficiency, integrity, and accountability requires managers to adopt formal methodologies to optimize objectives given revenue limitations. This study analyzes the decision-making process among public policy financing alternatives in the municipality of Vilhena/RO, identifying the most viable option considering budgetary and legal constraints imposed by the Fiscal Responsibility Law (LRF). The research is justified by the need to transition from an intuitive to a technical model, ensuring efficiency and transparency in resource allocation. The theoretical foundation is based on Public Choice Theory, which examines rational behavior in the public sector, and on the multicriteria methodology, an "antidote" against choices driven by subjective political interests. The main tool is the Analytic Hierarchy Process (AHP), which structures the problem into criteria and alternatives, adopting a quantitative and descriptive approach through Multicriteria Decision Analysis (MCDA). Three financing modalities will be evaluated: Public-Private Partnerships (PPP), Anticipation of Budgetary Revenue (ARO), and Long-Term Credit Operations (LP). The criteria include financial cost, impact on indebtedness, contingency risk, and structuring complexity. The calculation of priority vectors and the Consistency Ratio ensure scientific rigor, providing a technical and transparent foundation for municipal decision-making.
