SUMMARY:

The research "Public Communication in the Communication Processes of the Public Prosecutor's Office of the State of Rondonia" is linked to the Communication Subjects research line of the Graduate Program in Communication at the Federal University of Rondonia and engages with the concepts of citizenship discussed by the Radio Citizenship Education Research and Extension Group at the Federal University of Rondonia, regarding communication as a constitutive element of social being, a genuine manifestation of human life, and an instrument for guaranteeing democracy, freedom, and emancipation. It is understood that, historically, communication has become a product for the negotiation of symbolic meanings (Thompson, 1998), and it is in this sense that its importance is discussed, especially in its exercise in the public sphere, focused on the interests of citizens, which is called Public Communication. This expanding field has gained relevance with the democratic movement since the Brazilian Constituent Assembly in the late 1980s, especially when exercised in institutions such as Public Prosecutors' Offices, whose mandate is related to the promotion of society's rights (Brasil, 1988). Understanding the institution as a defender of citizenship, this research focuses on the Public Prosecutor's Office of the State of Rondonia, with the following guiding question: "How do the information elements resulting from the communication processes of the Public Prosecutor's Office of Rondonia interact with the principles of Public Communication, in the sense of informing about the rights of citizens of Rondonia?" To support the path to addressing this issue, the research objectives are: to contextualize the principles of Public Communication and their relationship to citizenship; to examine the communication processes of the Public Prosecutor's Office of the State of Rondonia in light of Public Communication; to inventory the news published on the institution's website from November 2022 to November 2023; and categorize the inventoried news, from the perspective of Public Communication. The timeframe covers the one-year period following the creation of the Integrated Communications Department, the organization's institutional milestone, to observe the movement of publications across different months. Using a quantitative and qualitative approach, the research presents a methodology that includes a literature review relevant to the concepts addressed, exploratory descriptive research, and a survey of communication activities and information elements on the website of the Public Prosecutor's Office of the State of Rondonia, using document analysis of published news and their correlation with the principles of Public Communication. Preliminary results of the ongoing research process describe the intrinsic correlation of the principles of Public Communication with democracy and citizenship, based on studies by authors in this field; contextualize the organizational structure of the Public Prosecutor's Office, especially in the state of Rondonia, with regard to the Integrated Communications Department; and, in the data collection phase, the numerical description of 1,075 news items published in the time period from November 18, 2022 to November 18, 2023, to be categorized in the post-qualification period.
