INTERSECTORAL PUBLIC POLICY ON EDUCATION AND HEALTH FOR THE VISIBILITY OF CHILDREN WITH LEARNING DISORDERS IN THE PUBLIC NETWORK OF PORTO VELHO (RONDÔNIA)

This paper aims to introduce tools containing diagonal communication flows and mechanisms for managers and public education institutions to standardize actions, in order to enhance visibility for children with Learning Disorders. Through the flows and mechanisms of this communication model, it is intended that the results allow children and adolescents with learning difficulties, identified during their school phase, efficient access to the Public Health Network, enabling the diagnosis and treatment of various disorders, reflecting their comprehensive development as individuals and the full and equal exercise of the right to Education. The problem guiding the studies is: how does the lack of flows and mechanisms by the Education Department of the State of Rondônia and the Health Department of the State of Rondônia, from an intersectoral public policy perspective, hinder the identification of children with learning disorders and directly reflect on the right to Education and the full development of the individual? The study is justified because there is no specific protocol for public managers that discusses the integration of the Education and Health Network for identifying children and adolescents with learning difficulties and the referral in the Health Network for diagnosis and treatment of the inherent obstacles to the disorders affecting learning. Furthermore, after diagnosis, there is no reference for treatment and follow-up, with the results obtained in the health area not being integrated with the Education Network, where the students' challenges lie, failing to generate a positive outcome in the student's development. Therefore, the general objective is to ascertain how the lack of flows and mechanisms by the State Department of Education (SEDUC) and the State Department of Health of Rondônia (SESAU-RO), from an intersectoral public policy perspective, hinder the identification of children with learning disorders and directly reflect on the right to Education and the full development of the individual; consequently, it reflects on the development of people with specific learning disabilities. The methodology is qualitative; exploratory and explanatory; with bibliographic, documentary procedures, and data collection in health network systems. The research also has a propositional aspect, whose purpose is, in addition to presenting the problem to the Public Power of the State of Rondônia, to demonstrate the need for training teachers, school and clinical psychologists, educational psychologists, speech therapists, and other professionals to diagnose and optimize individual learning contexts in students, enabling them to regularly acquire knowledge.
