SUMMARY:

This paper focuses on Payment for Environmental Services, focusing on the State System of Incentives for Environmental Services (SISA), established in the State of Acre by State Law No. 2,308/2010, and its practices through the ISA-Carbono and REM-Acre programs. The research problem consists of understanding the main factors that lead to the disqualification of proposals submitted by civil society organizations working with Indigenous peoples, traditional communities, and family farmers in Acre's PES calls for proposals and how technical and legal information can mitigate these barriers. The general objective is to analyze the PES calls for proposals published by the State of Acre between 2016 and 2024, identify the main reasons for disqualification, and propose strategies to improve access by civil society organizations to the programs. The justification is anchored in the pursuit of greater equity in access to environmental public policies, promoting socio-environmental justice for Indigenous peoples, traditional communities, and family farmers. The methodology employed is both qualitative and quantitative, with a descriptive approach and a documentary method. The SISA public calls for proposals and results were analyzed using content analysis and descriptive statistics. The research also draws on a literature review of the PSA legal framework, with emphasis on Federal Law No. 14,119/2021 and State Law No. 2,308/2010. As a result, recurring flaws were identified in the documentation of the proposals submitted to the calls for proposals, particularly due to the lack of legal informational support for the proposing organizations. The work culminates in the development of a technical-educational product: a guidance booklet that presents, in a didactic and schematic format, the guidelines, concepts, and requirements of the SISA calls for proposals, to assist organizations in qualifying their applications. It is hoped that this material will contribute to expanding access to the calls for proposals, valuing conservation practices, and strengthening the inclusion of vulnerable social groups in PSA programs.
