SUMMARY:

This study takes as its object of investigation the memory of human rights and decent work violations affecting nursing professionals in Porto Velho–RO, as recorded in judicial proceedings, institutional procedures, and administrative documents. It starts from the observation that, in Amazonian territories marked by structural inequality and the precarization of public health services, the experiences of violation faced by this professional category remain frequently silenced or underutilized by legal and institutional systems as grounds for redress—a situation that constitutes the central problem of this investigation: how can the memory of these victims, recorded in institutional and legal documents, be mobilized as an instrument of full redress and effective access to justice? The general objective of the research is to analyze how this documented memory can be mobilized in these terms, unfolding into the following specific objectives: to identify the external oversight bodies responsible for investigating human rights and decent work violations in nursing; to analyze the procedures they adopt; to examine the legal norms applicable to the protection of human rights and decent work in public health; to map the main violations recorded in institutional and judicial documents; to assess existing mechanisms of restorative justice; and to propose institutional recommendations grounded in this documented memory. The study is justified by the social urgency of confronting systematic violations affecting workers essential to sustaining the Unified Health System (SUS); by the theoretical-methodological gap that still neglects memory as an analytical category in redress processes; by the institutional relevance of supporting the work of the Labor Prosecutor's Office and nursing professional councils; and by the specificity of an Amazonian territory marked by regional inequality and institutional erasure. From a theoretical standpoint, the study draws on Niklas Luhmann's Theory of Social Systems, Jan Assmann's distinction between communicative memory and cultural memory, Boaventura de Sousa Santos's critique of epistemicide, and the transitional justice framework of Ruti Teitel, Martha Minow, and Kathryn Sikkink. Methodologically, this is qualitative, documentary research, whose corpus consists of judicial proceedings, institutional procedures from the Labor Prosecutor's Office and professional councils, and administrative and normative documents, analyzed through content analysis techniques, without direct data collection through interviews or questionnaires. As a technical product, the study proposes a Protocol for the Analysis of Violation Narratives (PANV), intended for the Labor Prosecutor's Office of the 14th Region (RO/AC), aimed at systematizing cases and producing indicators on human rights and decent work. As expected contributions, the study aims to offer, on the theoretical plane, an interpretive framework for memory as an institutionalized and juridified category, and, on the practical plane, a replicable instrument for strengthening institutional practices of documentary listening to victims, contributing to the strengthening of full redress and to broadening access to justice in the Amazonian territory.
