SELECTIVE COLLECTION: CHALLENGES AND POSSIBILITIES FOR SUSTAINABLE MANAGEMENT OF SOLID WASTE IN THE MUNICIPALITY OF CACOAL/RO

The present work aims, based on an assessment of the current functioning of solid waste collection and in accordance with current regulatory circumstances, to propose management solutions for the effective implementation of selective waste collection in the Municipality of Cacoal, with the intervention of the Public Ministry of the State of Rondônia in guaranteeing an ecologically balanced environment for present and future generations. The issue addressed is rooted in the serious socio-environmental problems caused by inefficient management of urban solid waste and, consequently, the need to adapt public policies and governance to implement an effective system of selective collection of recyclables in the Municipality of Cacoal. In this context, where environmental protection, constitutionally safeguarded, is one of the principles of the economic order, and it is the duty of the Government and the community to defend and preserve it for present and future generations, this research arises as an opportunity to explore the practical problem and its hypotheses, in order to address the demand, assisting in the intervention of the Public Ministry, by proposing an appropriate management process.The general objective is to describe and analyze the deficiencies in solid waste management in the Municipality of Cacoal/RO and, through a paradigm shift, propose a model for the implementation and operation of selective collection of recyclable solid waste, with defined strategies for the action of the Municipal Executive Power. As for the methodology, the research approach is mixed, the nature is applied, the study objective is descriptive, explanatory, and interventionist, and the procedures are predominantly bibliographical, documentary, survey, and participatory research. From this perspective, being a Professional Master's Program, the proposed product is a Conduct Adjustment Term, to be signed between the Municipality of Cacoal and the Public Ministry, with the purpose of structuring the selective collection system in the Municipality of Cacoal, establishing shared responsibility for the product life cycle, environmental education, and technical cooperation between the public and private sectors for environmentally adequate final disposal of waste.
