This dissertation analyzes the processes of labor precarization and social vulnerability in the construction sector in Porto Velho, Rondônia, Brazil, and their relationship with workers' exposure to rights violations and the risk of contemporary slavery. The study is based on the understanding that informality, outsourcing, labor turnover, limited social security coverage, lack of knowledge of labor rights, and difficulties in accessing institutional protection mechanisms are factors that increase labor vulnerability in the sector. Accordingly, the study sought to answer the following research question: Which factors of labor precarization and social vulnerability in the construction sector of Porto Velho, Rondônia, contribute to workers' exposure to rights violations and the potential occurrence of contemporary slavery? To address this central question and verify the proposed hypotheses, the study established the following objectives. The general objective was to analyze how the processes of labor precarization and social vulnerability in the construction sector of Porto Velho, Rondônia, contribute to workers' exposure to rights violations and contemporary slavery. The specific objectives were: to identify the socioeconomic profile of construction workers; to analyze the working conditions found in the sector; to examine the level of employment formalization and workers' access to social security; to assess workers' knowledge of labor rights, social security rights, and institutional protection mechanisms; to identify vulnerability factors associated with labor precarization and the risk of contemporary slavery; and to develop a methodological proposal consisting of a Matrix of Labor Vulnerability Indicators for the construction sector, designed to support monitoring, prevention, and the improvement of the databases used by the Observatory for the Eradication of Slave Labor and Human Trafficking (SmartLab). Methodologically, the study adopted a qualitative, applied, and descriptive approach, using a case study, document analysis, secondary data collection, and data gathered from construction workers. The data were analyzed through content analysis, integrating quantitative and qualitative findings. The results revealed a predominance of unstable employment relationships, verbal agreements, low levels of formal employment, absence or irregularity of social security coverage, exposure to occupational hazards, limited knowledge of labor rights, and barriers to accessing justice. Although no situations formally characterized as contemporary slavery under Article 149 of the Brazilian Penal Code were identified among the participants, the findings revealed a set of vulnerabilities that may contribute to labor exploitation and undermine human dignity. As a technical product, the study developed a Methodological Proposal for a Matrix of Labor Vulnerability Indicators for the Construction Sector in Porto Velho (RO), conceived as a tool to systematize the research findings and support prevention, labor inspection, and the production of strategic information on labor vulnerabilities, structured in a manner compatible with monitoring initiatives such as the Observatory for the Eradication of Slave Labor and Human Trafficking (SmartLab).
