SUMMARY:
This study analyzes how the constant production of information on institutional care
provided to adolescents and young people during the implementation of socio-
educational measures can contribute to the evaluation of the effectiveness of care by
the System of Guarantee of Rights (SGD). It will be analyzed how the absence of
data on the implementation of socio-educational measures by adolescents and
young people served by the SGD limits the evaluation of strategic management and
the results of the implementation of socio-educational measures. To support the
research, the Law 12,594/2012, which established the National Socio-Educational
Service System (SINASE), the Statute of the Child and Adolescent (ECA, Law No.
8,069/1990), the National Socio-Educational Service System (SINASE), and the
theory of recognition and redistribution by Nancy Fraser will be analyzed. Additionally,
an information system for socio-educational measures will be presented, serving as
theoretical basis. The research will use a quantitative approach (questionnaire) and
descriptive qualitative approach (content analysis, semi-structured interview).
Technical teams that provide socio-educational measures in open settings at the
Specialized Social Assistance Reference Center (CREAS) and Social Assistance
Reference Center (CRAS), focusing on Community Service and Assisted Freedom,
and in socio-educational units with technical teams providing measures of internment
and semi-confinement will be interviewed. The research found that the current
methodology of the socio-educational measure is ineffective, resulting in low success
rates of the SGD for integrated monitoring of the socio-educational measure. As a
product, it is proposed the development of an information system for data collection
and generation of statistical information that can support the strategic and efficient
management of socio-educational care.
