SUMMARY:

Contemporary slave labor remains a serious human rights violation in Brazil, occurring recurrently, particularly in regions such as the Legal Amazon, mainly due to the vast areas marked by the expansion of economic activities such as agriculture and livestock farming, mining, and deforestation. In the state of Rondônia, this phenomenon reveals not only the historical persistence of degrading forms of labor exploitation but also institutional challenges in addressing this crime. Within this context, the present research aims to analyze the role of the Civil Police (CP) of the State of Rondônia in combating contemporary slave labor, investigating its effectiveness, the existing institutional limitations, and the factors that contribute to the low visibility of this institution in actions to confront this crime. The research is based on the question of to what extent the performance of the Rondônia Civil Police proves effective in combating slave labor and what are the main obstacles that condition its investigative work. Methodologically, the dialectical method is adopted, combined with a qualitative approach, using exploratory, documentary, and bibliographic research. For data collection, information from the Observatory for the Eradication of Slave Labor and Human Trafficking (SmartLab) will be analyzed, as well as official reports from the State Observatory of Public Security of the State of Rondônia, maintained by the State Secretariat of Planning, Budget, and Management of Rondônia (SEPOG), in addition to institutional documents and interviews with stakeholders involved in confronting this criminal practice, with a temporal scope covering the period between 2003 and 2025. In conclusion, the results obtained indicate that the work of the Civil Police tends to occur predominantly in a reactive manner, with limited investigative initiative of its own and a strong dependence on operations coordinated by federal agencies and labor inspection institutions. It was also found that factors such as structural insufficiency, the absence of specific operational protocols, and reduced institutional integration contribute to the invisibility of the Civil Police in this scenario. It is also concluded that strengthening the investigative role of the institution, combined with the expansion of inter-institutional cooperation, the specialized training of its agents, and the adoption of its own regulatory instruments, can significantly contribute to enhancing the effectiveness of the fight against contemporary slave labor in the state of Rondônia.
