It is clear that the advances brought about with the implementation of large hydroelectric plants - HPPs, bring with them both positive and negative aspects. In Porto Velho - RO, the construction of two HPPs started in 2003 on the Madeira River - Santo Antônio and Jirau HPPs. Compulsory displacements, one of the major side effects of this type of work, are not exhaustively thought about, so that specific social elements of the displaced communities (such as schools, health centers, social and legal assistance, etc.,) are minimized. Environmental licensing for HPP is regulated by law 6.938 of the National Environment Policy (BRASIL, 1981), and only one Environmental Education Project is required as one of the mitigating and compensatory measures, however, this only had its guidelines and regulations approved late by through Normative Instruction No. 2 (IBAMA, 2012). In other words, with regard to School Education, the conditions refer only to Environmental Education and are after the beginning of the construction of the Santo Antônio HPP, which allowed the builders to act with discretion. In this way, the Santo Antônio HPP construction consortium may have disregarded the importance of School Education as a socializing element/facilitator of social reinsertion in resettlement, generating risk and social vulnerability. Based on this understanding, the guiding problem of the research emerged:What are the consequences of precarious or inexistent School Education for the resettlements of the Santo Antônio HPP if it should/could assist in the socioterritorial reconfiguration if it does not fulfill this role of socializing agent/facilitator? School Education is a fundamental element in the constitution of the Territory, its precariousness or inexistence produces Risk and Vulnerability, which in turn will confirm the Thesis that there is no possibility of socio-territorial reconfiguration. The research had the general objective of investigating the consequences that the lack of School Education plays in the socio-territorial reconfiguration of the resettlements of the Santo Antônio HPP. The proposal was to carry out an analysis of the risk and vulnerability due to the lack of School Education in the 7 (seven) resettlements, namely: Novo Engenho Velho, Riacho Azul, São Domingos (located on the left bank of the Madeira River), Vila Nova de Teotônio, Morrinhos, Santa Rita and Parque dos Buritis (located on the right bank of the Madeira River). Indeed, it was analyzed: School Education in the current and former territories, the relevance of this before and after the displacement; it was verified to what extent the implantation of these settlements when disregarding the importance of School Education exposes the displaced population to social risks and vulnerabilities, in order to create a territory that is not compatible with the lived reality. It became evident that, given the neglect of School Education as a socializing/facilitating instrument in the social-territorial reconfiguration of resettled people, it has no relevant role. In all the resettlements analyzed, School Education is considered important for the strengthening of the community. However, as it is being carried out, it will not have the strength to reconfigure the new socio-territorial space, either because the lack of quality School Education puts them at risk and vulnerability, or because it does not fulfill its socializing/facilitating role.
