RESUMO:

This doctoral dissertation aims to analyze the Environmental Education practices developed by the project called Escola Mais Sustentável, applied by the Municipal Sub secretariat of the Environment and Sustainable Development (SEMA) in seventeen schools in the city of Porto Velho. The theoretical composition of the dissertation was based on the authors of the field of Critical Environmental Education, signaling to a theoretical construct that has as a singular condition subsidize the teachers in the analysis of environmental educational projects running or in construction, through thirteen epistemic dimensions, called Reference Framework. The research is articulated from a qualitative perspective, with the research strategy being the exploratory case study. Regarding data collection, the combination of three different sources of information was defined: a) projects made available by the Municipal Sub secretariat of the Environment and Sustainable Development (SEMA); b) semi-structured interviews with the coordination of the Department of Management of Environmental Public Policies and Climate Change (DGPAMC); c) conducting a focal group with the schools participating in the Escola Mais Sustentável project. The information was collected in the first and second semesters of the year 2018 through semi-structured interviews and documents made available by SEMA, and the focal group was held in the second half of 2018. It was used the content analysis proposed by Bardin (2011) for the analysis of the documents, highlighting four distinct moments: a) pre-analysis; b) exploitation of the material; c) information processing, d) writing of the analyses. The results found show that the Escola Mais Sustentável project anchors its premises in a conservationist/naturalist/behavioral environmental education conception. The environmental education practices highlighted in the project were: paper and plastic recycling workshops; vegetable garden at school; fertilizer production; selective garbage collection; afforestation in schools; outdoor tours; awareness-raising practices; application of socio-educational workshops; water week celebration; national day of awareness on climate change; noise awareness day; environment week celebration; tree day celebration; world animal day. Regarding the concept of sustainability, it was observed that educational practices emphasize actions that indicate the overcoming of environmental degradation; social responsibility; living in harmony with the environment; do not waste water; avoid the increasing destruction of nature; avoid garbage production and environmental awareness. Finally, it is noteworthy that the educational practices analyzed do not show actions that point to a critical environmental education that involves the school community from the resignification of social inequalities, development models, nor from the assumption of civil society in the pursuit of sustainable pathways based on the Local Development perspective.
