SUMMARY:

This thesis analyzed the governance of interdisciplinary stricto sensu graduate programs in contexts of low institutional density, using a program located in the Brazilian Amazon as an empirical reference. It begins with the observation that the evaluation conducted by the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES) operates through homogeneous quality and performance criteria, applied uniformly across a national system characterized by deep territorial asymmetries. The central research problem lies in understanding how programs embedded in structurally asymmetrical territories respond to the institutional pressures of evaluation and which organizational mechanisms sustain their legitimacy and academic sustainability. The general objective was to develop a management methodology for interdisciplinary graduate programs that incorporates Organizational Support as a mediating mechanism for CAPES’s evaluative governance in contexts of low institutional density, aiming for the institutional sustainability of graduate studies in the Amazonian context. The research adopted a qualitative approach, utilizing an instrumental case study strategy and documentary analysis of the 2021–2024 Quadrennial Evaluation reports, the guidelines and forms of the Interdisciplinary Area (Area 45), and normative documents from the 2025–2028 evaluation cycle. Results showed that homogeneous evaluation impacts heterogeneous territorial bases, producing differentiated organizational effects. Across the axes of Intellectual Production, Student Training, Internationalization, Inclusion, Social Impact, Self-evaluation, and Academic Management, it was found that the performance required by CAPES presupposes organizational and infrastructural capacities that are not always available in Amazonian territories. The study observed that, given the absence of explicit territorial differentiation in evaluative instruments, the organizational cost of compliance falls upon the programs, requiring greater internal resource mobilization and governance arrangements. In this scenario, Organizational Support—reinterpreted in this thesis as a structural institutional infrastructure—emerges as a central mediating variable between institutional pressure and evaluative results. It comprises technical, administrative, informational, and strategic devices that enable the translation of normative requirements into territorially adjusted organizational practices. Based on this articulation, the thesis proposed the Territorially Sensitive Organizational Support Framework (TSOS-F), an analytical-operational model composed of five interdependent dimensions: Institutional Pressure, Territorial Institutional Density, Organizational Support, Adaptive Governance, and Evaluative Results. It was concluded that, in contexts of low institutional density, Organizational Support is not merely an administrative resource but a structural condition for academic sustainability. By clarifying the mediation mechanisms between evaluation and territory, this thesis contributes to the dialogue between Institutional Theory, regional development, and organizational studies, offering theoretical and methodological insights for graduate school governance that is sensitive to the regional inequalities of the Brazilian scientific system.
