RESUMO:

This is an interdisciplinary research belonging to the research line on public policies and sustainable development of the Postgraduate Program in Regional Development and Environment (Pgdra). It has a quali-quanti nature and adopts participant observation and case study as technical procedures. The object of analysis is Fazenda Futuro, a social reintegration initiative located in the penitentiary complex in Porto Velho, capital of the state of Rondônia. With an approximate area of 310 (three hundred and ten) hectares, this reinsertion project has several work activities and 60 (sixty) paid job vacancies. The general objective of the research is to develop a management model applicable to the restructuring of intramural work, with a focus on the productive increase of resocialization actions in favor of regional development. The investigation is based on the General Systems Theory and on the premises of social structure by Pierre Bourdieu, in addition to theoretical constructions related to endogenous regional development, prison system, socialization and public management. Given the specific objectives of the research, it was possible to infer that the appropriate management model should seek the material, social and temporal sustainability of internal planning while aligning with local and regional development plans. Four dimensions were defined for the
model: (1) pedagogical: organizational learning; (2) social participation: inclusion of stakeholders; (3) productive: construction of internal planning and, (4) management: articulation of resources and means in favor of consolidating social reintegration actions.
Thus, the socio-technical model presented focused on analyzing the social and power fields, aiming to formulate strategies that provide favorable conditions for the execution of planning and moving away from the common narrative about hierarchy and formal autonomy. In addition to the weaknesses and challenges of the prison system, it is hoped that this work can inspire organizations and individuals in the fight against the stigmatization of the re-educated in social fields, as punishment and imprisonment are also instruments of society. It is hoped, therefore, that the results obtained in this study can benefit the institutional community dedicated to social reintegration in the country.
