SUMMARY:

This research aims to analyze the discourse of the company responsible for the Jirau Hydroelectric Power Plant in the Municipality of Porto Velho-RO, in order to understand how the masking of social and environmental impacts for the community that is affected by the project is operationalized. Thus, the problem of this work is woven from inquiries about the possibilities in which the technical feasibility of the construction of large projects prevails even in the face of all the non-conformities presented by various technical reports. The question of this study arises in an attempt to understand how the speeches of the projects of the great development projects are produced, and how the operation and the instrumentalization of the masking of the speeches occur for the community that suffers the interference of the project for the installation of the dam. To achieve the objectives, data from the Jirau Hydroelectric Power Plant Information Bulletin were collected from the first edition of 2010 to the last edition of 2019. For this, we used a qualitative approach in the light of Discourse Analysis, and the data (Newsletter) , will be analyzed together with other documents relating to the construction of the Plant, such as: Environmental Impact Study, Environmental Impact Report, court documents, minutes of community meetings, local press newspaper files, and, in addition, recognized researchers in investigations on this theme, they will be interviewed in order to clarify the reading of the data analysis.
