Regional Development is a complex phenomenon and, as such, it is difficult to measure and compare, since it depends on multiple factors that tend to combine in different ways. Among the factors that may explain it, Social Capital stands out, being produced through the amalgamation of relationship networks, established norms of trust, mutual confidence, and solidarity. One of the ways to measure Social Capital is through Cooperativism, since its constituent elements are closely aligned with the principles of Social Capital. This study sought to measure and compare Social Capital through the metric of Cooperativism, based on the results of the 2024 Cooperative Census of Rondonia, using them to assess Regional Development in two cities (Cacoal and Pimenta Bueno), both located within the same Territorial Base - Vale do Rio Machado. The research problem addresses the stagnation of Regional Development in Rondonia and the possibility of fostering growth through the lens of Social Capital via Cooperativism, using as the main bibliographic reference Putnam’s work (1996), which explained the differentiated regional development between two regions of Italy. For this purpose, the methodology employed included bibliographic research, secondary data analysis from the 2024 Cooperative Census, and a qualitative, exploratory, and descriptive approach. The expected results were derived from the comparison between the selected municipalities and the verification of the role of Cooperativism in strengthening both Social Capital and Regional Development. The main finding was that Cooperativism, if strengthened in Rondonia, can go beyond being merely an economic factor and may become a strategic social asset for promoting Regional Development in the State. The proposal of a new metric for analyzing Regional Development, based on Cooperativism as an expression of Social Capital, may become significant for the formulation of public policies aimed at strengthening Cooperativism in Rondonia, with emphasis on the principle of Cooperative Education and Training.
