SUMMARY:

It is generally agreed that the quality and quantity of water resources, as an essential element for economic activities, must be maintained or improved. The development model implemented in the Amazon was based on the premise of occupying the area, without considering important physiographic factors. As a consequence, conflicts over the multiple uses of water are detected in several regions of Rondônia, mainly between fish farming, energy generation, navigation, and urban supply activities. The need to have sufficient water availability to guarantee the growing demand for consumption by society and the maintenance of ecosystems has given rise to the discussion about water security. The objective of this research is to evaluate the water security of the state of Rondônia in the face of the scenarios proposed for its development. To this end, it will be necessary to characterize the area; determine the availability and demand for water; select and adapt a methodology for determining the water security index that meets regional needs; and simulate water security scenarios. The hypothesis to be tested is that Rondônia does not have adequate levels of water security for maintaining its development. This thesis proposal aims to provide input so that decision-makers can define better strategies for the development of the state.
