RESUMO:

The current society experiences the dichotomy between the advance of capitalist development model and limitations imposed by it do the ecological environment and consequently the continuity of this model. The urbanization process that is set as driving force of the expansion of brazilian cities has accelerated in the so called medium cities last decades. Porto velho, as one of the frontiers of capital expansion, driven by economic policies set to amazon after 70’s, has experienced and still experiences an accelerated expansion process of its urban area which caused an advancement over areas exposed to environmental danger. Thus, the present research aims to investigate the influence of the urbanization process of Porto Velho - RO in the forming of risk areas, inundation occurrences, flooding and mass movement. The chosen method used social and environmental modeling supported by the Analytic Hierarchy Process (AHP), statistical techniques, geoprocessing, map overlay and field work. The result was the confirmation of potential hydrogeomorphological conditions for environmental management in 68 hygraphic mini-basins. They are mini-basins that are part of the 6 hydrographic sub-basins of the urban area of Porto Velho, with different conditions regarding to social and environmental danger which in the analysis of the sub-basins, these data standardize. In 61 mini-basins (90,05% of the study area) natural trends of high or very high priority for actions of environmental management regarding to soil degradation and water resources, are in evidence. Mini-basins with morphometric characteristics of very high prioritization, center and east fractions of the study area, show higher flooding potential (from medium to very high danger) and fill 25,65% of the study area. The ones with high prioritization, proximities of Madeira river and its streams, have higher flooding and inundation potential (from medium to very high danger in 13,12% of the study area)  and higher tendency to mass movement (2,76% of the study area) with planar landslides or creeping process in the most argillaceous zones where the declivity is more than 25%. The occupation process tends to modify the natural hydrogeomorphological conditions of studied mini-basins, making hydrological problems worse, specially those with low values of drainage density and high values of hydrographic density that are waterproofed by human action as seen in the east part of the study area. Therefore, from the results of this research we are able to verify that the naturally existing environmental danger in urban area of Porto Velho is being pottentialized by an urbanization process which subdues the limits of its ecological environment and the social needs in the structuring of its intra-urban area.
