SUMMARY:

This thesis begins by recognizing that human and social development in Brazil is marked by profound regional and family-based inequalities. Despite the existence of consolidated indicators, such as the Human Development Index (HDI), there is still a lack of metrics specifically designed to capture the reality of families as the central unit of analysis. This scenario defines the research problem: the need to construct an index capable of integrating economic, social, and demographic dimensions, thereby offering a more detailed view of family development at the municipal level. The main objective of this research was to propose, develop, and validate the Family Development Index (IDF), combining variables related to longevity, education, income, municipal conditions, and social factors. The intention was to provide a tool that allows for the comparable measurement of Brazilian families’ living conditions, highlighting territorial inequalities and supporting public policy design. The methodology was based on a microsimulation model implemented in the R programming language, through which synthetic families were generated using aggregated variables from IBGE and other official sources. The algorithm was structured into stages that included data processing and normalization, simulation of individuals by age and sex, family composition, probabilistic assignment of education and income, and the calculation of partial indicators and the final IDF. Model validation was conducted by comparing simulated results with real reference data, thus ensuring structural consistency and statistical coherence. The results showed that the simulated IDFs consistently captured familylevel inequalities among municipalities, reproducing economic, educational, and social disparity patterns already well documented in the literature. Furthermore, the statistical analyses — including measures of central tendency, dispersion, and coefficients of variation — highlighted the internal heterogeneity of families, offering new insights into the understanding of local social dynamics. It is concluded that the IDF represents an innovative methodological tool, with the potential to complement traditional indicators and contribute to the design of public policies aimed at reducing inequalities. The research reinforces the importance of approaches that consider the family as the central analytical unit, thus enhancing diagnostic capacity and policy intervention across Brazil’s diverse territorial contexts.
