Impediments for implementing selective collection in the city of Porto Velho

The proper disposal of solid waste in accordance with the precepts of the National Solid Waste Policy contributes to reducing the generation of waste, avoiding impacts on the environment, extending the time of use of the sanitary landfill, in addition to generating employment for collectors. However, there are institutional, political, economic and social impediments to its implementation. The objective of this work was to investigate the reason for the non-implementation of selective collection in Porto Velho - RO, since Law 12,305, which deals with the National Policy on Solid Waste - PNRS, was instituted in 2010. The research had a qualitative approach, with direct observation and conducting semi-structured interviews. Discourse Analysis was the tool used to transform the interview content into scientific content, which enabled the discovery of the subjects' subjectivities in relation to the work developed. In these analyses, it was possible to observe that the “public management” responsible for the management and final destination of solid waste still does not meet the precepts of legislation 12,305 (BRASIL, 2010). Eleven years have passed since the entry into force of the aforementioned law and few changes can be observed, both in the perspective of building a sanitary landfill, as in the implementation of selective collection. The actors involved in the research were: State Public Ministry (MPE), Municipal Secretariat for the Environment (SEMA), Municipal Secretariat for Basic Services (SEMUSB), Cooperative Rondoniense of Recyclable Material Collectors (CATANORTE), Associação Foro Lixo Cidadania. The analyzed data indicate that there are financial problems, however, one of the interviewees indicated that there is a source of financing available for the implementation. On the other hand, to complement the financial issue, there are institutional issues, that is, the articulation between the responsible public actors, as well as the lack of State Policy regarding the actions to be taken by different actors; this last question is important, because the actors are not encouraged to follow the directions developed by the predecessor, but rather to invent another path to be followed individually. The results already indicate that institutional, political, economic and social impediments are treated in isolated ways and, therefore, are difficult to solve. It is understood that, in order to have an effective implementation, it is necessary to implement a policy that articulates both internally and externally each impediment.
