COMPULSORY RELOCATION OF MUTUM-PARANÁ RESIDENTS: ANALYSIS OF SOCIO-ENVIRONMENTAL IMPACTS 12 YEARS AFTER THE CHANGE

The Environmental and social impacts of Compulsory displacements for the construction of UHE produce serious damages to the society that perceives this action. This work intends to determine the aggravation or not of the impacts suffered by the population displaced from Mutum Paraná to Nova Mutum Paraná, relocated to the composition of the lake of the Jirau Dam, in Porto Velho, RO Brasil. At the time of displacement, a survey of 22 people was carried out on the expectations of impact and change, at that moment there was a mixture of expectation and hopelessness, as demonstrated in the documentary “Revoada de Mutum-Paraná” produced with data from the survey carried out in 2010. Twelve (12) years later, this work intends to carry out research in that same group to determine whether expectations were maintained or not, with the objective of identifying whether the main social impacts arising from the relocation of the Mutum-Paraná population were maintained, aggravated or incorporated into other socio environmental impacts. The specific objectives are outlined to verify if the promises of the Jirau Dam were met; determine what are the main complaints of the community today; determine cultural losses, related to habits and customs lived in Mutum-Paraná; determine what percentage of relocated residents fled the location and what were the motivating issues for this change. The Research Universe are the 22 residents who participated in the research in 2010. Semi-structured questionnaires were used to carry out the research, however a field diary was produced so that Discourse Analysis could be applied in order to determine what was said and what was not said. It is expected as a result that the environmental and social impacts are intensifying, that the evasion of the Settlement is a result of the lack of opportunity, there is the intensification of the hopelessness of those who still live there and who would return to the place of origin if they had the opportunity and possibility.
